Achieving AAAA, SDG and COP21 Outcome Document Vision and Words with
Action Agenda by 2030 in 306/193 Member States – Part 11
Commentary on 18 – 20 April 2016 FfD Forum Day 1 Outcome: A New
Landscape for Stakeholder Engagement in UN System – UNO, WBG and IMF?
The inaugural ECOSOC Forum on Financing for Development, FfD
Forum opened in New York with Stakeholders from UN Member States; UN System –
UNO, WBG and IMF and MGoS sides in attendance. They discussed current global
economic challenges, including slow economic growth and massive waves of forced
migration, the need for concerted action, and innovative development financing
options, as well as their contributions to the implementation of the 2030
Agenda for Sustainable Development and the Addis Ababa Action Agenda (AAAA).
A representative of a civil society
organization asked how the international community could move from rhetoric to
action.
Mr. OH, responding, noted
that the facilitators had come up with an outcome document, which would provide
a direction for the follow-up on the Addis Agenda.
NEHAP/ISPE/EAG view is that Mr OH’s response could
have been direct and specific on Action Steps being taken by ECOSOC and FfD
towards making paradigm shift from rhetoric to action rather than the
diversionary or evasive response that ongoing review of the SG Report on Follow
Up and Review would produce an Outcome Document that would answer the question.
It is clear that the ongoing review is Business as
Usual and is therefore most likely to come up with revised SG Report on Follow
Up and Review that is still Vision and Words without Action. Can our World
afford consequences of release of such revised SG Report on Follow Up and
Review?
As the FfD Forum enter Day 3 today 20 April 2016 and
the FfD Forum is Back to Back with HLTD on 21 April 2016 and followed closely
by UN CEB 27 – 29 April 2016, there is a need to ensure that clear and direct
answer to this specific question is brought to the fore in the Global Arena through
ensuring that Outcome Documents of these Three UN Events contain such answers. This
Paper is our contribution to this effort.
Specific Comments
Mukhisa Kituyi, Secretary-General of the UN
Conference on Trade and Development (UNCTAD), stressed that “we have started
off on a bumpy ride” to realize the efforts of the 2030 Agenda, and called for
“repurposed” international institutions, refocused expertise and more coherent
action.
The import of this comment is that there is
urgent need to Integrate Economic, Environment, Financial and Reform Dimension
to all 17 SDGs. However, “repurposed international institutions” should mean
going back to the Founding Vision of UN System – UNO, WBG and IMF; “refocused
expertise” should mean acknowledgement that UN Member States are looking up to
UN System – UNO, WBG and IMF for help to achieve all 17 SDGs and that UN System
– UNO, WBG and IMF themselves need help before they could provide the type of
help UN Member States need and “more coherent action” should mean more
collaborative, cooperative, coherent and coordinated action. The World Anger on
Panama Papers offers fresh opportunity to build National and Global collaborative,
cooperative, coherent and coordinated action at levels required to achieve
Global Goals by 2030 Target date in each of the 306/193 UN Member States.
During the general debates
that followed, ministers and other officials addressed: the need for increased
capacity-building; the importance of creating enabling environments to assist
developing countries in achieving the SDGs; addressing unfair trade rules; taking
measures against illicit financial flows; fulfilling unmet official development
assistance (ODA) commitments; the importance of national ownership in
sustainable development; ways of integrating the AAAA and the 2030 Agenda into
national plans and priorities; gender equality; climate finance; aid
effectiveness; mobilizing the business sector; risk mitigation; and different
national experiences.
It is sad that in this 2nd quarter of
2016 Year of Implementation, fundamental issues that ought to have been settled
in the 1st quarter of 2015 Year of Decision are still outstanding
and this explains why these fundamental issues are still re-occurring decimals.
If Policy Makers and Decision Makers on UN Member States, UN System – UNO, WBG
and IMF and MGoS sides do not work systematically, technically, politically and
professionally and urgently, the probability is high that these fundamental
issues will remain re-occurring decimals not only by end 4th quarter
of 2016 Year of Implementation but well through the 15 years to 2030 and beyond.
Allowed to occur the ultimate consequences could be catastrophic for the over 2
Billion Poor in our World today on both Developed and Developing Countries sides.
General Comments
The Global Goals – AAAA, SDG, COP21 and Agenda 21
What questions have been over answered and the Global Goals – AAAA, SDG, COP21
and Agenda 21 How questions have been avoided or evaded.
The answer to What questions is about Saying – Rhetoric:
Talking and Thinking that is Vision and Words. This is easy. But answer to How
questions is about Doing – Action: Practice and Accomplishment that is Vision
and Words with Action. This is especially difficult because Hard Competences –
Learning and Skills and Soft Competences – Character, Courage and Mindset at
minimum certain levels are required at Individual Capacity Building level that
is complemented by Institution Capacity Building that support building and
utilization of these Hard and Soft Competences as well as Society Capacity
Building that create the required Political & Cultural; Economic &
Financial; Social & Environmental; Peace and Security; Religious &
Moral Space for Institutions and Individuals to Thrive on Chaos.
Answer Global Goals How
Questions Now
If National Leaders and World Leaders are
genuinely interested in finding clear and correct answer to Global Goals –
AAAA, SDG, COP21, Agenda 21 How questions, they need to recognize that the Big
Question raised in this Paper needs to be answered urgently.
Conclusion
The CSO representative asked a very important
question. We have in this Paper demonstrated that it is in Global Interest for
Outcome of FfD Forum 18 – 20 April NY; HLTD 21 April NY and UN CEB 27 – 28
April Europe to set out clear and correct answers to this CSO representative’s question
and for Policy Makers and Decision Makers on UN Member States, UN System – UNO,
WBG and IMF and MGoS Member CSOs/NGOs and Non MGoS Member CSOs/NGOs sides to ensure
full implementation with effective monitoring and evaluation of this
implementation from Village to Global levels, of the clear and correct answer
to this very important question asked by the CSO representative.
It is one thing to ask an important question. It is
a totally different thing to be genuinely interested in the result oriented
implementation of the correct answer to the question.
If this CSO representative genuinely recognizes
that the clear and correct answer to the question would raise serious issues of
serious business demanding the serious attention of Policy Makers and Decision
Makers on UN Member States, UN System – UNO, WBG and IMF and MGoS Member
CSOs/NGOs and Non MGoS Member CSOs/NGOs sides and is willing and ready to work
with others towards finding correct answers, fully implementing these answers
with effective monitoring and evaluation of this implementation, we invite this
CSO representative to contact us.

Actors and State Actors willing and ready to work with others towards finding
correct answers to MSP, Lobbying, AAAA, SDG, COP21 and Agenda 21 aligned and
harmonized with National Development Plans of each of the 306/193 UN Member
States How questions, fully implementing these answers with effective monitoring
and evaluation of this implementation, to contact us.
